Abstract

Starting from a theoretical revisión of the concept of decentralization, this paper proposes a definition which underlines the requirement of an effective transferring of power,functions and financial resources to autonomous subnational governments. This definition exeludes other phenomena usuallypresented as decentralization, such asprivatization, delegation, deconcentration, and regional and local development. This article offers a novel systematization of legislative bilis approved in Chile between 1990 and 2008. The analysis of 174 laws relevant on regional and local matters allows to asses the so called Chilean decentralization process, concluding that its real decentralizing effect is debatable. In addition, the review ofthe Chilean case compels a revisión of the initial working definition.
