Abstract

This article assesses the redistributive capacity of Chapter Three of “Programa de Mejoramiento de Viviendas y Barrios – D.S. N° 27” (Housing and Neighborhood Improvement Program) in Santiago, Chile, which aims to rehabilitate multifamily housing. Through a quantitative methodology, data from various government sources were analyzed to study the distribution of subsidies according to the income and socioeconomic characteristics of the beneficiaries. The results show that the program has improved living conditions in social housing but has not always benefited the lowest-income families. The need for adjustments to enhance inclusion and community participation is discussed, suggesting greater state intervention and more detailed preliminary diagnostics.
