Planning Under a Conceptual and Rational Perspective

Abstract

The theoretical delimitation proposed by this article follows two main focuses. The first refers to elements that construct a concept about planning, which is subsidized by the precepts of desire and movement. The second focus analyzes different perspectives, not necessarily separate, that materialize the analysis about the rationality of planning. The connection between the philosophical aspect and the practice of planning processes, especially regarding the role of the state, has the capacity to support the deeper understanding that is based on the integrality of power in different technical-scientific circuits, especially in Latin America.

É Engenheiro Sanitarista (2005), Mestre em Engenharia Civil/UFPA, linha de pesquisa em Recursos Hídricos e Saneamento Ambiental (2007) pela Universidade Federal do Pará - UFPA. Doutor em Saneamento, Meio Ambiente e Recursos Hídricos pela Universidade Federal de Minas Gerais - UFMG. Professor do Instituto de Ciíªncias e Tecnologias das íguas - ICTA da Universidade Federal do Oeste do Pará - UFOPA.
