Productive dynamics and urban development. The answer of the city of Victoria (Vasco Country) to the challenges of globalization

Urban space is formed by system of economic, social, political and legal relationships that have defined the technology an the culture of cities and have conditional the processes of change, the application of the notion of milieu to productive systems and cities allows to deepen the response of companies and cities to current challenges, and, therefore, to interpret the economic dynamics and urban development. The milieu concept incorporates the advances that it has introduced the space theory from the development when rescuing the paper that plays the territory and the innovation in the productive dynamics. The application of the milieu notion to define the terms and conditions by which the local productive systems and cities are able to give autonomous and strategic answers that them to maintain its position in the markets and in the urban systems. Districts and cities are milieus, characterized by the organizational capacity and the learning dynamics of its actors. Success in the adjustment processes depends among them on the innovative character of both milieu and of synergy and cooperation that one can be established. The discussion on productive dynamics and urban development is carried out by analyzing the case of Vitoria, in the Vasco Country.
