Resumen

The critique of the successful housing Chilean policy presented here, propose the urgency to revise, not only the evident achievements through the systems of financing and assignation that has made of it an model for other developing countries, but the problems being faced by its beneficiaries. Acknowledging that for the first time in Chilean history the housing deficit is being confronted and diminished, there is a serious concern about some themes that have to be faced to attain a real improvement of the less advantaged. Between them are the kind of urban environment that is being created for the poor, the low quality of the solutions, the impossibility of improvement, the disruption of the social networks due to the assignment system, the generalization of gangs, violence and unsafeness related with mental problems such as drogadiction and alcoholism in men and anguish and depression in women. Perhaps the main significance of this analysis is based that Chilean housing policy has applied successfully the strategies proposed by the multilateral agencies in the last decades and some adjustments are needed before its application in other countries to avoid future serious social costs.
